Council of Fire Appliances Standard for Disaster Management

This standard has been established by the Council of Fire Appliances Standard for Disaster Management (CFASDM) for which the Fire Equipment and Safety Center of Japan (FESC) acts as the Secretariat regarding the performance and testing methods for highly advanced fire equipments used by the rescue teams of fire departments at the time of special types of disasters, such as terrorism, as well as large-scale disasters, such as volcanic eruptions.

This standard has been established with reference to the relevant NIOSH (National Institute for Occupational Safety and Health) standards, EN (European standards), JIS and Ministry of Health and Welfare standards and others. Whenever these reference standards are revised, this standard will accordingly be reviewed and revised if necessary.

It must be reminded that parts of this standard may infringe a patent with technical properties, patent on application after its laid-open disclosure, utility model patent or application for the registration of a utility model after its laid-open disclosure. Neither the Council of Fire Appliances Standard for

CFASDM 001 : 2013
Air Purifying Respiratory Protective Devices for Rescue Teams
This standard stipulates the minimum requirements for air purifying respiratory protective devices to be worn by rescue teams at the time of special kinds of disasters, such as biological/chemical terrorism incidents, as well as such large-scale disasters as volcanic eruptions. There are two types: one is used to deal with multiple gases and the other is used at the time of a volcanic eruption. The former assumes that the most critical situation of its use is at the time of terrorism but it can be used for other kinds of chemical disasters

CFASDM 002 : 2013
Supplied Air Respiratory Protective Devices for Rescue Teams
This standard stipulates the minimum requirements for the pressure demand-type self-contained breathing apparatus to be used by rescue teams at the time of special kinds of disasters, such as biological/chemical terrorism incidents, and large-scale disasters. This standard deals with only the pressure demand-type because of its superior protection performance against hazardous outside air with the purpose of its use being to prevent the inhalation of organic gas, vapour, hazardous particulates or oxygen deficient air.

CFASDM 003 : 2013
Protective Clothing for Rescue Teams for Protection Against Chemicals
This standard stipulates the minimum requirements regarding the structural requirements and performance requirements for chemical protective clothing to be used by rescue teams at the time of special kinds of disasters, including biological/chemical terrorism incidents, and large-scale disasters. The chemical protective clothing stipulated in this standard does not anticipate its use by ordinary citizens with insufficient education and training.

CFASDM 004 : 2013
Escape Masks (Air-Purifying Type)
This standard stipulates the minimum requirements regarding the structural requirements and performance requirements for the air-purifying type gas masks to be used by ordinary citizens for their escape at the time of special kinds of disasters and large-scale disasters. The gas mask stipulated in this standard cannot cope with oxygen deficiency at all. There are four types for use against multiple gases, combination of multiple gases and fire, volcanic gas and combination of volcanic gas and fire respectively.

CFASDM 005 : 2013
Escape Masks (Air/Oxygen-Supply Type)
This standard stipulates the minimum requirements regarding the structural requirements and performance requirements for the supplied air-type devices to be used by ordinary citizens for their escape at the time of special kinds of disasters and large-scale disasters. There are two principal types based on the type of breathing gas (either oxygen or air) and the type of supply (either circulation type or air supply type). The oxygen circulation type and air supply type have a total of six sub-types depending on the actual structure.
